Presentation of New Manual CIAT-GIZ-IDB-SAT on Tax Collection and Recovery to Subnational Administrations of Argentina

This April 7, the new Manual CIAT-GIZ-IDB-SAT on Tax Collection and Recovery (spanish only) was presented to subnational treasuries of Argentina. The presentation took place in the City of Buenos Aires, under the Workshop on “Fiscal situation in Sub-national Issues” sponsored by the Center for Sub-National Tax Administrations of Argentina – CEATS.

Mr. Gonzalo Arias, CIAT Director of Cooperation and International Taxation; Mr. Carlos Rubinstein, specialist in Recovery, and Mrs. Maria Eugenia Torres, Collection specialist, unveiled aspects of the work methodology used to develop the manual. They also presented the contents, the main Latin American experiences related to the processes of collection and recovery, and the experience capitalized by European countries with regard to international assistance in the scope of notification of actions, implementation of precautionary measures and procedures of enforced collection.

This work has been coordinated by the CIAT Executive Secretariat, with the support of the referred international experts and other experts in tax collection and/or tax recovery from Argentina, Bolivia, Brazil, Chile, Costa Rica, Ecuador, Spain, Honduras, Mexico , Nicaragua, Peru, Portugal and Uruguay.

CIAT hopes that the experiences described in the manual form the basis of exchanges between tax administrations from different levels of government, with a view to improving the processes of collection and enforcement.
