Madrid, Spain, September 22, 2026. The 2nd CIAT Meeting of Tax Administrators was inaugurated at the headquarters of the Institute for Fiscal Studies (IEF). This event serves as a forum for dialogue, the exchange of experiences, and technical cooperation, bringing together officials and representatives from the participating tax administrations. The Meeting takes place from September 22 to 24, 2026.

The activity is conducted with the collaboration of the State Agency for Tax Administration (AEAT) and the Institute of Fiscal Studies (IEF) of Spain.

The opening ceremony was attended by Márcio F. Verdi, executive secretary of the Inter-American Center for Tax Administrations (CIAT); Pedro Porfirio Urrutia Sangiovanni, president of the Executive Council of CIAT and Director general of Internal Revenue of the Dominican Republic (DGII); Teresa Díaz-Miguel Pérez, head of the International Relations Coordination Unit of the State Agency for Tax Administration of Spain (AEAT); and Jesús Gascón Catalán, Secretary of State for Finance of Spain.

As part of the opening day, the Agreement that the Kingdom of Spain maintains with CIAT was renewed, reaffirming the commitment to cooperation between both institutions. The Agreement was signed by Mr. Jesús Gascón Catalán, Secretary of State for Finance of Spain; Ms. Teresa Díaz-Miguel Pérez, head of the International Relations Coordination Unit, on behalf of the Director General of the Spanish State Agency for Tax Administration (AEAT), Mr. Antonio Ansón; Mr. Jesús Puebla Blasco, Director general of Cadastro de España, and for CIAT, the Executive Secretary, Mr. Márcio F. Verdi

This was followed by the opening lecture, delivered by Miguel Ángel Ballesteros, Spanish brigadier general in the Artillery of Spain.

During the Meeting, the tax administrations will share experiences, initiatives and good practices around five main thematic blocks: Human Resources, Technology, Risk Management, Institutional

Management and the Tax System, promoting the exchange of knowledge and learning between the participating administrations.
