CIAT discussed the Standard of Foreseeable Relevance in the exchange of tax information, within the framework of FCInet’s match technology (Ma3tch).

On October 30, 2025, under the auspices of the Financial Crime Investigation Network (FCInet) and Leiden University (Netherlands), a conference was held to discuss the use of ma3tch technology, developed by FCInet, considering the Predictable Relevance standard in the context of tax information exchange.

 During the conference, a report prepared by the Leiden University Law School was presented, providing information on how the technology works and guidance on interpreting the standard of foreseeable relevance in the various information exchange mechanisms in which this technology is involved. This report is extremely important in guiding tax administrations and other interested institutions in countries seeking to implement the technology and join FCInet in assessing their domestic and international legal frameworks.

For its part, the Executive Secretariat of CIAT, represented by Gonzalo Arias, Director of International Cooperation and Taxation, provided comments on the evolution of the principle of Predictable Relevance, the possible motivation of Latin American and Caribbean countries to adopt FCInet, the challenges faced by tax administrations in taking advantage of the benefits offered by this technology, and the opportunities that FCInet can offer to these countries.

The event was attended by representatives from governments, policymakers, international organizations, researchers, and academics.
