CIAT participated in the opening ceremony of the 9th International Tax Law Congress in Panama

On August 4, 2026, the Inter-American Center for Tax Administrations (CIAT) participated in the 9th International Tax Law Congress, organized by Panama’s Administrative Tax Tribunal (TAT) under the theme “Legal Certainty, Digital Transformation, and Voluntary Compliance: Pillars for Sustainable Taxation with a Fundamental Rights Approach,” as part of the institution’s 15th anniversary celebrations.

On behalf of CIAT, Executive Secretary Márcio F. Verdi spoke at the opening ceremony, where he highlighted the fundamental role played by administrative tax courts in ensuring legal certainty, impartiality, and the protection of taxpayers’ rights.

During his remarks, Mr. Verdi highlighted the importance of establishing Panama’s Administrative Tax Court as an independent body tasked with strengthening the balance in the relationship between the tax administration and taxpayers. He also provided an overview of the main challenges facing tax administrations in the region, emphasizing the need to continue promoting voluntary compliance as an essential element for strengthening tax systems and building public trust.

The Congress brought together judges, tax authorities, academics, lawyers, and specialists from various countries in Ibero-America to analyze current issues such as legal certainty for taxpayers, digital transformation, safeguards in tax proceedings, the global minimum tax, tax codification, and the prospects for Panama’s accession to the OECD.

CIAT’s participation in this important gathering reaffirms its commitment to strengthening international cooperation, promoting the exchange of knowledge and best practices, and developing tax administrations that are more efficient, transparent, and oriented toward serving citizens.
