CIAT and SEFAZ Alagoas Make Progress on Tax Modernization with the Signing of Agreements for the First Technology Solutions

On July 27, 2026, in Alagoas, Brazil, the Inter-American Center for Tax Administrations (CIAT) and the Government of the State of Alagoas marked a new milestone in their strategic partnership during an official ceremony held at the Alagoas State Department of Finance (SEFAZ/AL).

The agreement was signed by Raúl Zambrano, CIAT’s Director of Technical Assistance and Innovation, and Renata Santos, Secretary of Finance for the State of Alagoas.

With this signing, the rollout of the first technology products developed for the State Tax Administration is formalized, continuing the contract for the implementation of the new tax system, which was initially signed in December 2025.

 

Adaptation and implementation of the first SATI products

As a result of an extensive process of gathering, analyzing, and adapting technical requirements to the needs and specific characteristics of the Alagoas tax administration, this first phase of the project involves the implementation of the Integrated Tax Administration System (Acronym: SATI).

 

The project will incorporate state-of-the-art technology and agile methodologies to strengthen tax management through the implementation of five key modules:

  • • Integrated Taxpayer Registry, REDESIM, and Individuals.
  • • Access Control.
  • • Electronic Tax Address (DT-e).
  • • Services Portal.
  • • Electronic Process.

 

Next Steps in the Project

The SEFAZ/AL modernization plan is part of a comprehensive and phased process, financially supported by the Inter-American Development Bank (IDB) through the PROFISCO II/AL Program.

As part of the planned schedule, the contracts for the ICMS Tax Gap Estimation Project and the Public Policy Evaluation are expected to be formalized shortly. In addition, three additional contracts are scheduled to be signed, which will complete the ecosystem of the new integrated system envisaged in the PROFISCO II Program.

During the ceremony, officials emphasized that these advances represent a decisive step toward a more modern, transparent, streamlined, and efficient tax administration, aimed at strengthening taxpayer services, optimizing audit processes through technological tools, and promoting greater tax equity within the state.
