On July 28, 2026, the Council of Finance Ministers of Central America, Panama, and the Dominican Republic (COSEFIN), with support from SICA, GIZ, the OECD, and CIAT, organized the first technical roundtable to share experiences on transfer pricing in the region, which was expanded to include the participation of other Latin American countries such as Argentina, Bolivia, Brazil, Chile, Colombia, Ecuador, and Paraguay.

This initiative was conducted virtually as part of the Continuing Education Program on Transfer Pricing for the countries that make up COSEFIN (Guatemala, El Salvador, Honduras, Nicaragua, Costa Rica, Belize, the Dominican Republic, and Panama). The event aimed to promote peer-to-peer analysis of anonymized real-world cases to identify common problems and solutions.

During the opening session, Diego González, Tax Advisor at the OECD; Gonzalo Arias, Director of International Cooperation and Taxation at CIAT; and Dr. Federico Rivera, Executive Secretary of COSEFIN, presented the initiative and highlighted the importance of international cooperation and dialogue among tax administrations to bridge knowledge gaps and, consequently, strengthen capacities.

The first session focused on the analysis of a case involving international financial transactions, presented by Chile’s Internal Revenue Service (SII), while the second session centered on a case related to the hydrocarbons sector, presented by Guatemala’s Superintendency of Tax Administration (SAT). Following the presentations—moderated by the OECD and CIAT, respectively—the more than 140 participants were able to observe how experiences related to these cases, different perspectives, and potential risks and solutions were shared, providing valuable feedback to the group and enabling them to reach useful conclusions.

The discussions highlighted the importance of continuing to promote case-based technical exchange forums, with the aim of generating regional synergies in the highly complex field of transfer pricing control.
