CIAT Presents Study on Taxation and Gender at the 34th IAFFE Conference
The Inter-American Center of Tax Administrations (CIAT) participated in the 34th Conference of the International Association for Feminist Economics (IAFFE) with a virtual presentation of the book *Taxation and Gender*, a publication developed in collaboration with GIZ and COSEFIN that is one of the region’s most significant studies on fiscal analysis from a gender perspective.
This study represents a milestone for Latin America as it is the first regional analysis based on official administrative records disaggregated by sex, which provides a deeper understanding of how tax policies can affect women and men differently. It also provides concrete tools to strengthen the capacities of tax administrations and move toward a more systematic incorporation of a gender perspective in the design, implementation, and evaluation of tax policies.
At the start of the panel discussion, Alejandro Juárez, Director of Human Talent Development in Tax administrations at CIAT, presented the initiatives that CIAT has been promoting in the areas of taxation and gender, highlighting the importance of generating technical evidence that contributes to building tax systems that are fairer, more transparent, and more responsive to existing inequalities.
For her part, Maureen Pérez, Training Manager at CIAT, discussed the origins of the initiative and explained how the need arose for a publication that would provide tax administrations with practical tools for gender analysis from both an institutional and operational perspective. The authors of the study, Alejandro Mencias and Agustina O’Donnell, presented a summary of the book’s contents and its main findings, emphasizing the need to continue expanding the availability of data and empirical analysis to better understand the differentiated impacts of tax systems and contribute to the design of more equitable public policies.
The debate also featured comments from renowned international experts. Verónica Grondona, senior advisor to the Independent Commission for the Reform of International Corporate Taxation (ICRICT), as well as Corina Rodríguez Enríquez, an independent researcher at CIEPP-CONICET and a member of the DAWN executive committee.
CIAT’s participation in the IAFFE Conference reaffirms the institution’s commitment to generating specialized knowledge and promoting a tax system that is more inclusive, fair, and aligned with the Sustainable Development Goals.
