CIAT participated in CREDAF’s annual conference on New Tax Challenges in Kinshasa, RDC.

From June 17 to 20, 2025, the Annual Conference of the Center for the Study and Exchange of Leaders of Tax Administrations (CREDAF) was held in Kinshasa, Democratic Republic of the Congo (DRC), with the following theme: “New tax challenges, environmental and natural resources taxation, taxation and gender equity, and international taxation.”
The conference also included the General Assembly of CREDAF, whose members are the tax administrations of 34 French-speaking countries. After the GA, the chairmanship was transferred from Director General Ludovic Itoua of the Republic of Congo to Mr. Barnabe Muakadi Muamba, Director General of Taxes of the DRC.
Environmental taxation and gender equity were the two main topics studied, with plenary sessions and workshops in subgroups facilitating open discussions. CIAT was represented by Andre Dumoulin, who presented on the topic of “Overview of environmental taxation programs in Latin America in 2025” in the second plenary session. The Secretary General of CREDAF, Ms. Catherine Lemesle, highlighted the parallels between the administrations of LAC countries and African countries on these challenges.
