CIAT Participates in the 12th Tax Administration Forum in Brazil

Porto Alegre, Brazil, September 30, 2026. The Inter-American Center for Tax Administrations (CIAT) participated in the 12th Tax Administration Forum, held in the AIAMU auditorium in Porto Alegre.

Décio Carreta, CIAT’s representative in Brazil, participated as one of the two keynote speakers with the presentation “International Tax Administration Models: What Can We Learn?,” in which he shared experiences and solutions for strengthening tax administrations.

During his remarks, he highlighted CIAT’s history of technical cooperation with Brazil’s state finance departments and presented the progress made by the DEC (Digital Economy Compliance) initiative, which is currently operational in nine countries and in the process of being implemented in five other Pacific nations.

The Forum also featured Óscar Alcides Orué, Paraguay’s National Director of Tax Revenue, who shared his country’s experience in integrating internal taxes and customs. The application of CIAT’s Ethics Assessment Guide—initially implemented by Paraguay and later by Brazil—was also highlighted.

In the area of technology, CIAT presented solutions for receiving and validating electronic invoices, as well as tools for validating tax identification codes, aimed at improving data quality and facilitating the automatic exchange of information.
