CIAT, IGF, GIZ and OCDE Cooperate to Strengthen Capacities of LAC Countries in the Taxation of the Extractive Industry

Since 2019, CIAT has been working with international partners to strengthen the capacities of Latin American and Caribbean countries in the taxation of the extractive industries. As part of this ongoing line of work, a regional training program was held from 25 to 29 May 2026, bringing together participants from 15 countries, including representatives from ministries of finance, ministries of mines, and tax administrations. This multi-agency approach aimed to foster horizontal cooperation among government entities and promote a more coordinated response to the fiscal challenges posed by the extractive sector.

The program combined technical presentations, country experiences, and practical case studies covering key topics such as transfer pricing risk assessment, mineral pricing techniques, tax treaty aspects, intercompany financing arrangements, offshore indirect transfers, fiscal stabilization mechanisms, tax incentives, and the implications of Pillar Two. Mexico’s Ministry of Mines and Ministry of Finance (SHCP) shared valuable practical experiences, while participants exchanged perspectives on strengthening compliance and protecting tax bases in the mining industry.

The facilitators panel was integrated by representatives from the IGF, OECD, GIZ, SHCP Mexico, SAT México and CIAT.

CIAT extends its sincere appreciation to the Organization for Economic Cooperation and Development (OECD), Mexico’s Secretaria de Hacienda y Credito Publico (SCHP), the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), and the Intergovernmental Forum on Mining, Minerals, Metals and Sustainable Development (IGF) for their collaboration and support in making this initiative possible.

Through partnerships such as these, the region continues to strengthen its expertise and cooperation in addressing the increasingly complex taxation issues associated with extractive industries and to advance effective inter-institutional cooperation across government agencies.
