Virtual Workshop on Transfer Pricing in the Caribbean

Caribbean Organisation of Tax Administrators (CARICOM/COTA), the Commonwealth Association of Tax Administrators (CATA), the International Monetary Fund / Caribbean Regional Technical Assistance Centre (IMF/CARTAC), and the World Bank Group (WBG). The workshop took place on June 18 and 19, 2025. This technical event brought together representatives from Caribbean tax administrations to share experiences, analyze common challenges, and explore opportunities to strengthen institutional capacity in transfer pricing.

CIAT presented a regional overview of the regulatory landscape in Latin America and the Caribbean, with the aim of highlighting opportunities for improvement and good practices. Topics addressed included the limited availability of comparables, restricted access to databases, and the lack of effective mechanisms for cross-border exchange of tax information that would allow coordinated oversight of international transactions. Nonetheless, it is important to note that many tax administrations have achieved a remarkable level of maturity despite these challenges. Based on this analysis, the presentation emphasized the need to promote more coherent regulatory frameworks, ensure access to reliable information, build technical capacity, and strengthen international cooperation mechanisms for effective implementation.

Throughout the event, CIAT showcased a range of tools available to its member countries, including the technical consultation service, the tax help desk, thematic databases, and specialized technical documents on international taxation. Particular attention was given to the Cocktail of measures for the control of harmful transfer pricing manipulation, presented as a practical and strategic guide tailored to the realities of developing countries.

Partner organizations involved in this event aim to enhance the coordination of their technical assistance and training services for Caribbean jurisdictions, optimizing resources and maximizing impact. The event clearly showed that there is strong interest in implementing transfer pricing rules in the region, making the role of partner organizations essential to achieving this goal.
