CIAT and SRI in Ecuador are making progress in validating the Incentive System Maturity Model, which has regional implications
From April 13 to 17, 2026, in Quito, Ecuador, the Inter-American Center of Tax Administrations (CIAT), with the support of the Spanish Agency for International Development Cooperation (AECID), held a working meeting with the management and technical staff of the Internal Revenue Service (SRI), as part of the White Paper project on incentives, benefits, and career development.
This initiative is designed to analyze and strengthen incentive systems as a tool for attracting, developing, and retaining talent within tax administrations, and on this occasion, it focused on the implementation of the pilot program for the Human Talent Maturity Model.
This forum provided an opportunity to exchange perspectives, validate methodological approaches, and strengthen collaborative efforts in preparation for implementing the model in a real institutional setting.

CIAT would like to express special recognition to SRI Director General Alexandra Navarrete for her leadership and commitment to strengthening talent management within the Tax Administration, as well as to the technical teams and staff who, with openness and a high level of professionalism, have actively contributed to this process.
The SRI’s participation as a pilot tax administration represents a strategic contribution to the region, as it allows for the validation of tools designed to improve the attraction, development, and retention of talent within tax administrations across Latin America and the Caribbean.
We continue to work collaboratively toward incentive systems that are more coherent, sustainable, and aligned with current institutional challenges.
