In response to an invitation made to the CIAT Executive Secretariat by Mr. Carlos Vargas Durán, General Director of Taxation of Costa Rica, within the framework of activities scheduled for commemorating the 95th Anniversary of the General Directorate of Taxation of the Ministry of Finance, the Conference: “Human Talent: a path, an identity” was presented on November 23 in the city of San Jose. This presentation was made by the Head of the French Mission at CIAT, Ms. Isabelle Gaëtan and the CIAT Director of Training and Human Talent, Ms. María Raquel Ayala Doval.
Participants in this conference included Mr. José Luis Araya, acting Minister of Finance, Mr. Carlos Vargas Durán, General Director of Taxation, Mr. Francisco Fonseca, Administrative and Financial Director, and a group of officials from the Ministry of Finance, mainly from the Directorate of Taxation.
Prior to this Conference, on November 22, Ms. Gaëtan and Ms. Ayala had met with Mr. Francisco Fonseca, who is leading an ambitious program for strengthening the Human Potential at the Ministry of Finance, which is being promoted by the Minister of Finance and the President of the Republic. In this respect, with CIAT’s support, the Directorate of Taxation will be used as pilot entity for implementing the strategies being developed in the Center’s Human Talent program. It is expected that within short term these Human Talent improvement mechanisms may also be applied in other Directorates of the Ministry of Finance.
