On September 23, 2026, CIAT participated in the Second Academic Meeting of the Tax Education Network (REF), organized under the chairmanship of Peru’s SUNAT, as a regional forum to generate knowledge, exchange experiences, and strengthen cooperation in the areas of tax education and tax citizenship.

On behalf of CIAT, David Jerezano Carvajal, Project Manager at the Human Talent Development in TAs Directorate, presented the paper “Building Tax Citizenship: A Perspective from Neuroscience,” offering insights into how a better understanding of the processes of attention, emotion, learning, memory, value formation, and decision-making can contribute to the design of tax education and communication strategies that are more meaningful to people.

The presentation emphasized that Tax Citizenship goes beyond the mere transmission of tax information and is built on experiences, values, participation, and trust. In this context, neuroscience offers a complementary perspective for better understanding how people learn, remember, and make decisions.

The meeting brought together experts from the 14 countries forming the Tax Education Network, strengthening the exchange of experiences and regional collaboration.
