Tax reforms: a political tricky challenge

blog-El difícil reto de afrontar una reforma fiscalI was invited last week to the Workshop on Tax Reforms in Latin American countries by Pablo Iglesias Foundation. It was an interesting opportunity to exchange experiences about how to improve inequalities in those countries. Politicians of progressive parties were the main audience.

Tax reforms are usually a technical issue but, what about those non-economic issues? I gave a presentation about those sociopolitical matters that affect directly tax reform success and there are issues studied by Fiscal Sociology. To analize tax moral will be the key for a better designing of the tax reform as well as a legitimazion by citizens.

Furthermore, from a political point of view, the main worry for politicians is to choose the finnest moment to implement the tax reform and the most suitable words. It is essential to meet with success and legitimazion by citizens. Nevertheless, my speech was focus on the importance of how to sell the tax reform to society and even yet in Latin American countries where Welfare State is under construction.

This is the tax compliance model used by the Australian Taxation Office (ATO) that give us an idea about the actually issues to improve tax compliance in advanced tax administrations:
