Tax administrations around the world discussed challenges of the digital economy and emerging taxes.

The West African Tax Administration Forum (WATAF), with the support of the Inter-American Center of Tax Administrations (CIAT) and the Network of Tax Organizations (NTO), organized a virtual seminar on November 11 and 12, 2025, which was attended by officials from tax administrations in Africa, the Americas, Europe, and Asia.

This activity addressed issues related to quantifying the loss of revenue resulting from the size of the digital economy and the difficulty of controlling it, the design of taxes on digital services, the most appropriate policy options for developing countries  facing the challenges of the digital economy, the value chain of the crypto-asset market and its  challenges in terms of tax policy and administration,  new technologies associated with tax control and their ethical use, as well as the work of organizations and countries in cooperation for capacity building in the field of taxation of the digital economy, among other aspects. To this end, speakers from WATAF, CIAT, ECOWAS, and the tax administrations of Argentina, Brazil, Benin, Spain, and Nigeria participated.

For its part, the CIAT Executive Secretariat, represented by Gonzalo Arias, Director of Cooperation and International Taxation, presented in Session 4 the CIAT’s collaboration framework for addressing the challenges of the digital economy, and in Session 5, the main products and services that CIAT offers to tax administrations.
