CIAT Participates in IGF Webinar on International Taxation and BEPS Challenges in the Critical Minerals Sector
On September 29, 2026, CIAT participated in the webinar “Strengthening Revenues in the Age of Critical Minerals: Lessons from a Decade of Practical Solutions to Tax Avoidance in Mining,” organized by the Intergovernmental Forum on Mining, Metals and Minerals (IGF) in connection with the launch of a new Deep Dive publication by the International Institute for Sustainable Development (IISD). The event brought together representatives from CIAT, the OECD, the African Tax Administration Forum (ATAF), the tax administration of Ghana and the Lithium Roundtable of Argentina to discuss how resource-rich countries can better protect mining revenues in the context of the growing demand for critical minerals.
CIAT was represented by its International Tax Manager, who addressed the importance of tax governance tools that can facilitate compliance and strengthen the capacity of tax administrations, particularly in complex sectors such as mining. Her intervention highlighted experiences from CIAT member countries, illustrating how practical tools can complement traditional transfer pricing methods.

The discussion also addressed key BEPS risks affecting the mining sector, including mineral export undervaluation, transfer pricing, intragroup financing and services, treaty-related risks, and tax incentives. Participants exchanged country experiences and practical responses aimed at strengthening audits, improving institutional coordination and ensuring that mineral-producing countries are better positioned to mobilize domestic revenues from their natural resources.
