DIAN strengthens its capacity for international tax control with the support of CIAT-SECO and AEAT.

On May 22 and 23, 2025, a delegation from the CIAT Executive Secretariat, the Swiss Cooperation (SECO) and the AEAT of Spain met with DIAN officials in Bogota to discuss the achievements of a project on international taxation financed within the framework of the Agreement between CIAT and the Swiss Cooperation (SECO).

This project consisted of building capacity to identify and control complex transactions from a transfer pricing perspective, training officials in various topics related to international taxation, optimizing processes for the management of advance pricing agreements and mutual agreement procedures. To this end, the AEAT was the organization that provided technical support through a multidisciplinary team of officials.

Among the main conclusions were the importance of the project for the Colombian DIAN, the opportunity for Colombia to provide technical support of this type to other countries in the region, and the importance of peer-to-peer cooperation for strengthening tax administrations. For his part, the Director General of the DIAN, Mr. Luis Eduardo Llinás Chica, highlighted the importance of this Cooperation Program for his tax administration and the need to ensure the sustainability of the efforts already deployed, and to maintain the teams of trained specialists to achieve the desired impact.

The CIAT Executive Secretariat thanks SECO for its trust and the support it provides to the tax administrations of its member countries, and highlights the commitment shown by the DIAN of Colombia to capitalize on the knowledge transmitted and the AEAT’s vocation of service by sharing its staff and experience with DIAN.
