Paulo Francisco João

Paulo Francisco João holds a Master’s degree in Tax Law from Agostinho Neto University (UAN), in partnership with the University of Lisbon (UL). He also holds a Bachelor’s degree in Philosophy and postgraduate qualifications in Economic Criminal Law, Public Procurement, and Angolan Tax Law, as well as specialized training in anti-money laundering and related offenses, tax audits, and administrative tax collection within tax administrations.

For more than 20 years, he has worked in tax administration, gaining extensive experience in customs matters—covering both the general customs regime and the special regimes applicable to the oil and diamond sectors—as well as administrative tax collection, the handling of customs litigation cases, administrative claims, hierarchical appeals, and participation in tax decision-making processes.

He serves as a trainer within the tax administration and as a university lecturer in the fields of national tax law, customs law, and tax procedural law.

He currently serves as Director of the 4th Regional Tax Service at the General Tax Administration of Angola (AGT). In addition, he conducts research and publishes technical and academic articles on customs and tax matters, tax offenses, and tax education and citizenship.
