Aloisio Flavio Ferreira de Almeida

Aloisio Flavio Ferreira de Almeida holds a PhD in Public Administration and Government from Fundação Getulio Vargas (FGV-EAESP) and a Master’s Degree in Public Administration from the University of Michigan (United States). He is an Electrical Engineer and has additional training in public policy, economics, and government management, with an emphasis on taxation and public finance.

He has an extensive professional career in the Brazilian tax administration, having served for more than two decades at the Brazilian Federal Revenue Service (Receita Federal do Brasil) in technical, managerial, and strategic roles. Among other positions, he worked as a tax auditor, coordinator of tax studies, advisor to senior management, and director of fiscal education, with direct involvement in policy design, capacity building of technical staff, and international cooperation.

In the academic and applied research field, he has served as a tutor and collaborator of the Inter-American Center of Tax Administrations (CIAT), participating in training programs in tax policy and tax administration. He has also worked as a consultant and expert for international organizations and cooperation projects, including initiatives related to tax administration modernization, VAT analysis, compliance gaps, and digital transformation.

His areas of expertise include comparative tax policy, consumption taxes (VAT and alternative models), compliance costs, tax administration, tax reform, fiscal governance, and the use of digital technologies applied to public management. He is the author of academic and technical articles published in specialized outlets and international journals.
