CIAT and SECO: Ten Years of Cooperation to Strengthen Tax Administrations in Latin America and the Caribbean
The Inter-American Center of Tax Administrations (CIAT) presents the publication “CIAT-SECO Cooperation Programme 2021–2025: Strengthening Tax Administrations in Latin America and the Caribbean,” which brings together the main results, experiences, and lessons learned from the second phase of a cooperation partnership spanning a decade.
The collaboration between CIAT and the Swiss State Secretariat for Economic Affairs (SECO) was developed through two successive five-year programmes. The first was implemented between 2015 and 2019, while the second phase, whose results are presented in this publication, covered the 2021–2025 period. The experience gained during the first programme provided valuable lessons that contributed to the success of this second phase, even in a context marked by the aftermath of the pandemic, institutional changes, and other political and economic challenges.
During this second phase, the Programme supported the tax administrations of Belize, Bolivia, Colombia, Guatemala, Honduras, Peru, and Suriname, through initiatives aimed at strengthening institutional capacities, promoting technological modernization, and improving strategic processes. The projects covered areas such as risk management, taxpayer registration, international taxation, electronic invoicing, tax collection, digitalization, and the control of international tax planning.
The results demonstrate the significant impact of this joint effort. According to information reported by the beneficiary tax administrations, the work carried out contributed to the mobilization of approximately USD 496 million, while also strengthening institutional capacities and laying the foundations for the long-term sustainability of critical tax administration processes.
The CIAT Executive Secretariat wishes to express its special and profound gratitude to SECO for the trust placed in CIAT over these ten years, for its commitment to strengthening tax administrations in the region, and for providing the resources that made it possible to transform institutional needs into concrete projects. This recognition also extends to the beneficiary and collaborating tax administrations, the Spanish State Agency of Tax Administration (AEAT), international organizations such as the IDB, IMF, World Bank, and UNDP, the consultants and experts involved and, most especially, the officials who, at different levels of responsibility, contributed their knowledge, time, and commitment to achieving the Programme’s objectives.
This publication therefore serves not only as a record of the results achieved, but also as a recognition of the value of cooperation, peer-to-peer learning, and collective effort as key instruments for building stronger, more modern, efficient, and sustainable tax administrations.
