Mr. George Obell, MBS, is the Commissioner for the Micro and Small Taxpayers Department (MST). Prior to this appointment, Mr. Obell served as Deputy Commissioner for the Medium Taxpayers Office (MTO) and as Deputy Commissioner for the East & South of Nairobi (E&SoN) Tax Service Office.

He is a Tax Expert with over 28 years of experience in providing strategic leadership and direction on Domestic and International Tax policies, frameworks, operations, and functions, including digitalization of Tax systems, Transfer Pricing, Exchange of Information, Base Erosion and Profit Shifting, tax audits and compliance, and domestic revenue mobilization.

He served at the United Nations (UN) on appointment by the Secretary General as a Tax expert to the Committee of Experts on International Cooperation in Tax Matters between 2017 –2020.

He is the current Chair of the African Tax Administration Forum (ATAF) VAT Technical Committee and a former chair of the Cross-border taxation committee.

He has been a Key Speaker & Trainer on tax matters organised by OECD/ the World Bank/the United Nations (UN)/ IBFD/ ATAF/ CIAT

He helped establish the International Tax Office unit in Kenya, focusing on audit of multinational enterprises (MNEs) through building staff capacity for Transfer Pricing examination of Multinational Corporations (MNCs) and Base Erosion and Profit Shifting (BEPS). Kenya received international recognition from the World Bank, OECD, and NEPAD as the leading African country with the greatest capacity in the area of Transfer Pricing.

He has a Master of Business Administration (MBA) – University of Nairobi, Kenya (2004 – 2006), Bachelor of Laws: LLB – University of Nairobi, Kenya (2007 – 2011), Bachelor of Science in Accounting – United States International University (USIU)-Africa (1999 – 2002)

He is a Member – Institute of Certified Public Accountants of Kenya, ICPAK
