The Digital Dialogue at CIAT Presents Principles for Continuous Transaction Controls (CTCs) and Regulatory Digitalization Initiatives

On May 28, 2025, the Inter-American Center of Tax Administrations (CIAT) held the official launch of the document “CIAT Practice Principles for Continuous Transaction Controls (CTCs) and Broader Regulatory Digitalization Initiatives” through a webinar that brought together officials from tax administrations around the world.
This publication, developed under the framework of the Digital Dialogue (DD) initiative, which emerged following a forum organized by the International Chamber of Commerce, compiles best practices for modernizing tax collection and audit systems through the use of digital technologies and real-time controls. The central objective of the DD is to promote open dialogue between the private sector and tax administrations on the harmonization of CTCs and other digitalization tools in public administration.
The document highlights how CTCs allow governments to access transactional information in real time, thereby improving oversight and reducing reliance on traditional audits. It also outlines design and implementation principles to ensure these systems are efficient, proportionate, interoperable, and respectful of privacy and business competitiveness. Additionally, it emphasizes the potential for these mechanisms to be applied beyond the tax domain, for example in customs, sustainability, and macroeconomic planning.
The meeting was moderated by Raul Zambrano, CIAT’s Director of Technical Assistance and Innovation, and featured Christiaan Van der Valk, Chair of the DD, who presented the contents of the document. Other initiative members also participated, including Alexander Kollmann, Vinicius de Freitas, Ana Mascarenhas, Anna Borendal, and Bianka Wohrer.
More than 50 tax administration officials took part in the webinar, where they discussed the main challenges and opportunities that CTCs offer for enhancing collection efficiency, reducing administrative burdens, and promoting business competitiveness.
