As of 1982, as a result of the Technical Cooperation Agreements between the CIAT and the Ministries of Finance of Spain and France, said countries have assigned a senior official on a permanent basis to the CIAT Executive Secretary, who participates in the furtherance of the Center’s numerous activities.

Since 1982, Spain has maintained a Permanent Mission to the CIAT, by virtue of the Technical Cooperation Agreement between the Inter-American Center of Tax Administrations and the Secretariat of State of Finance and the State Agency of Tax Administration (SATA). The agreement in place was signed in Madrid, Spain, on June 9, 2010 and has a four-year term.

The Spanish Mission serves as liaison between the Tax Agency and the CIAT. It coordinates the technical assistance rendered by the Spanish Tax Agency to the Ibero-American countries or develops such assistance directly upon request of the CIAT. It coordinates and participates in the dissemination, coordination and organization of training Courses and Seminars on Tax Systems and Tax Administration, taught by officials of the Spanish Ministry of Finance, and contributes with the CIAT in numerous publishing projects.

The French Permanent Mission to the CIAT conducts its activities in the framework of the Tax Cooperation Administrative Agreement subscribed between the French Ministry of Economy, Finance and Industry and the Inter-American Center of Tax Administrations. The agreement in place was signed in Porto, Portugal, on September 23rd, 1999 and has an indefinite term starting in the year 2000.

The French Mission actively participates in the CIAT technical assistance projects and stands as the permanent liaison between the CIAT and the French Tax Administration by virtue of the Cooperation Agreement in effect that promotes professional education programs, exchange of technical staff, the dissemination of a wealth of technical material and facilitates international meetings.
